Scope caveat, stated plainly: this is a heavy civil contractor. Its verified barrier work is roadway and wash-crossing infrastructure, not sealed-envelope dry floodproofing of a building, so an owner needing a floodproofed envelope will still need a barrier manufacturer and a design engineer. Note also that the firm's own marketing calls the installed system 'FEMA-certified' - FEMA certifies no barrier product, and that wording is inaccurate.
