Registered as an architecture, engineering, surveying and landscape architecture professional corporation, so either signature the FEMA form accepts is available. But the CFM credential appears only as a firm-level capability line in a proposal hosted on a cooperative purchasing site - no individual Wendel CFM is publicly named, so none is attributed. A New York PE signature would come from New York-licensed staff; verify the signing engineer per project. Wendel designs flood control infrastructure, not building flood barriers.
